Once RTOs receive registration, they must oversee many aspects such as annual declarations, AVETMISS reporting, and marketing compliance. Of all these duties, validation is frequently the most daunting.

Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.

Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.

Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.

The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

Assessment tool validation, also called pre-assessment validation, pertains to ensuring all unit requirements are addressed, as outlined in the first part of the clause, ensuring total workbook compliance.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

How Assessment Tool Validation is Conducted

Having distinguished between the two types of validation, let’s dive into the details of assessment tool validation.

Optimal Timing for Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- new training products are added to your scope
- course is reviewed by you against training product updates
- your risk assessment includes identifying your learning resources as a risk

The Australian Skills Quality Authority's risk-based regulatory approach means RTOs should conduct regular risk assessments. Complaints from students about learning resources are a prime opportunity for assessment tool validation.

Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.

Instructional Resources

For validation of your assessment tools, you will require the full set of your learning resources:

Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.

Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates created independently from the workbook and marking guide. Validate them to ensure they are suitable for the assessment task and address unit requirements.

Validation Committee

Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

In total, your validation panel must have:

Vocational competencies and current industry skills relevant to the unit being validated

Up-to-date knowledge and skills related to vocational teaching and learning

Any one of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its updated version

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Despite being frequently covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Be Consistent with Your Teachings

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

nappy change

prepare bottles, feed infants from bottles, and clean equipment

solid food prep and feeding infants

respond to baby signs and cues appropriately

prepare babies for sleep and settle them

monitor and encourage physical exploration and gross motor skills suitable for the age

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or No Competence

Observe the lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information can be included in a work package?

Possible answers could include:

Related costs

Activity timeframe

Designated duties and responsibilities

If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Answers can include, but are not limited to:

Weather conditions – isolation of work area, engineering, PPE

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Equipment or machinery – isolating, use of engineering controls, administration

Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to judge competence accurately.
